Frank J. Chaloupka, PhD

Research Professor, Health Policy and Administration

Dr. Chaloupka is a research professor in the Division of Health Policy and Administration of the University of Illinois at Chicago School of Public Health. An economist internationally recognized for his study of the economics of tobacco control, he directs IHRP's Health Policy Center. He is also a research associate at the National Bureau of Economic Research's Health Economics Program and Program on Children.

From 1997 to 2016, Dr. Chaloupka co-directed, with Lloyd Johnston of the University of Michigan, Bridging the Gap, a interdisciplinary national research program funded by the Robert Wood Johnson Foundation. That program contributed substantially to the scientific understanding of the influences of policy, programs, and environment on youth, and influenced federal, state and local policy initiatives to improve the health behaviors of children and adolescents.

He is a recipient of the World Health Organization's 2014 World No Tobacco Day Award, the 2011 John Slade Award of the Society for Research on Nicotine and Tobacco and, with Geoffrey Fong, PhD, of the University of Waterloo, the 2015 Luther Terry Award for Outstanding Research Contribution. He is the principal investigator of Tobacconomics, economic research that informs tobacco control policy. 

He serves on the Institute of Medicine committee on Leading Health Indicators for Healthy People 2020, and the ad hoc National Research Council Committee on the Illicit Tobacco Market, which wrote this report. Previously, Dr. Chaloupka served on the IOM committee that wrote Bridging the Evidence Gap in Obesity Prevention: A Framework to Inform Decision Making. He also contributed as an editor and author to the 2012 Surgeon General's Report, Preventing Tobacco Use Among Youth and Young Adults.

Dr. Chaloupka received his doctorate in economics from the City University of New York Graduate School in 1988.

Research Interests

The impact of economic, policy and other environmental influences on health behaviors, including tobacco, alcohol and illicit drug use, physical activity, diet, and related outcomes; the economics of tobacco and tobacco control, particularly in developing countries.
