Tracking State Tobacco Control Program Expenditures

Goal

To assess the feasibility of tracking state tobacco control expenditures over time.

Abstract

This study assesses the feasibiltiy of creating a system for monitoring state expenditures on tobacco control efforts. This system would include tracking the use of funds from various sources, including: earmarked state tobacco tax revenues; MSA and other settlement payments received by states from tobacco companies; the CDC's Office on Smoking and Health; private foundations (including American Legacy Foundation and Robert Wood Johnson Foundation); and other sources. If successful, this system would exclude both the total amount allocated to tobacco control programs and the actual expenditures from these sources . Efforts will also be made to identify the activities, within broad categories, supported by these expenditures (e.g. those decibed in the CDC's Best Practices for Comprehensive Tobacco Control Programs and other relevant activities). In addition to assessing feasibility, funds provided by the American Legacy Foundation would be used to obtain existing data, including as much historical data as are available on these issues.
